Throughout the project lifecycle, we manage interfaces between the Employer, consultants, contractors, and all stake holders to maintain alignment between strategy and execution. Our approach emphasises proactive coordination, structured reporting, and early identification of issues, allowing corrective action to be taken before risks materialise into delays or cost overruns.

Where required, Nova PMC also manages multi-project programmes, ensuring consistency of standards, reporting, and controls across multiple assets or phases, while maintaining focus on the Employer’s broader commercial and operational objectives.

Cost & Commercial Management

Effective cost control is fundamental to successful project delivery. Nova PMC provides rigorous cost and commercial management services designed to protect the Employer’s financial position from concept stage through final account settlement.

We help develop realistic cost plans and budgets aligned to the project brief and procurement strategy, and we continuously monitor cost performance against approved baselines. During delivery, we administer commercial processes including payment certification, variation assessment, and change control, ensuring that all financial adjustments are contractually justified, properly substantiated, and transparently reported.

Our experience within the Oman market allows us to benchmark costs realistically, manage contractor claims pragmatically, and support the Employer in maintaining commercial discipline without compromising project progress or relationships.

Contract Administration & Advisory

Nova PMC provides contract administration and advisory services grounded in internationally recognised contract forms and adapted to local contracting practices in Oman. We administer contracts in a structured, impartial, and procedurally robust manner, ensuring that contractual mechanisms are applied correctly and consistently.

Our services include managing contractual correspondence, notices, instructions, and determinations, as well as monitoring compliance with performance securities, insurances, and contractual obligations. We place particular emphasis on early issue identification and dispute avoidance, supporting resolution at project level wherever possible.

Where claims or disputes arise, Nova PMC provides clear contractual analysis, entitlement assessments, and advisory support, enabling the Employer to take informed positions based on facts, contract provisions, and contemporaneous records.

Programme & Schedule Control

Nova PMC recognises that programmes are not merely reporting tools, but active management instruments. We provide programme and schedule control services that focus on realism, transparency, and continuous management rather than static compliance.

At project outset, we review and validate baseline programmes to confirm logical sequencing, appropriate allowances, and alignment with procurement and design strategies. During execution, we monitor progress against the critical path, identify emerging delays, and work with project teams to develop recovery or mitigation measures where required.

Risk Management & Project Controls

Construction Phase Representation

During the construction phase, Nova PMC represents the Employer’s interests on site and at project level, ensuring that delivery aligns with approved designs, contractual requirements, and agreed programmes.

We monitor contractor performance, coordinate consultant inputs, and oversee compliance with quality, cost, and programme obligations. Our role includes supporting the management of change, reviewing claims and extensions of time, and maintaining structured communication between all parties.

As projects approach completion, we support practical completion, defects management, handover, and close-out processes, ensuring that the Employer receives a completed asset that meets both contractual and operational requirements.
